The Romanian project staff of REPOPA joined an existing working group entitled: Cluj Management and Planning Group, which was founded in 2013, as a task force for the development of the new Cluj-Napoca Development Strategy for 2014-2020. The coordination was set by the College of Political, Administrative, and Communication Sciences from Babes-Bolyai University. There were a total of 27 working groups, which created specific strategies based on their experience and field of expertise.

The main categories for future development were set as: A Safer City, A Healthier City, People and Community, An Innovative, Creative and Competitive City, Urban Development and Spacial Planning, Green City, Good Governance and Culture and Local Identity. 

Likewise, there was the Work Group Public Health which developed a proposal for the health strategy, using the Healthy City model, developed by WHO. The document was made public on March 2014, and is available in Romanian, here.
